    WP1 aims at ensuring effective and efficient management of all project activities within the time plan and within the foreseen resources. It also aims at ensuring a regular cooperation with the EC services and an appropriate level of quality control on project activities and deliverables.

    WP2 intends to raise the visibility of the FORWARD project, and its extension potential, within the stakeholders community of Europe (film archives, rights owners, CMOs, etc.), work at defining the main objectives and governance principles for post project developments, in particular for the establishment, management and long term viability of the network of clearing rights centres, which will be one of the main outputs of the project. Where relevant, standardisation initiatives are addressed within WP2.

    WP3 is the first and most important step in the design of the full FORWARD system. Within this WP all parameters and functionalities of the system will be discussed among ALL stakeholders and defined, including definitions of each ‘rights status’ (e.g. “Orphan Work”, “Public Domain”, “In-Copyright”, “In-Commerce”, etc.) as well as precise workflows to assess each of these statuses in regard of a specific AV work (differences in workflows in different countries will be also described here). Thus, WP3 constitutes the main consensus-building action of the project, as all the above definitions and workflows will have to be based on the consensus of all the stakeholders. In order to ensure that the consensus will be as wide as possible, activities within WP3 will be open also to those stakeholders who are not full members of the consortium but committed themselves to collaborate with FORWARD and will operate in the Advisory Board/ Consensus-Building Panel. The high-level description of the system’s functionalities and business requirements, accompanied by precise definitions of right statuses, and assessing workflows will constitute the solid bases on which all the following WPs will be based.

    The overall objective of WP4 is to design a system based on the FORWARD concept and on the definitions, procedures, workflows and business rules defined in WP 3. All input gathered in WP3 will processed and analysed from a technical point of view and translated in actual specification to allow the system set up. Technologies to be used are all “on the shelf” but the aim is to combine them in innovative way. The maximum degree of interoperability will be ensured, in particular with regard of the ARROW system, with which a high level of interaction is foreseen.

    Consistent, well structured and standardised information is a key element of any system designed to assess the rights status of AV works. The goal of WP5 is to ensure that this is true in the context of the FORWARD system. Activity within WP5 will be focused on the detailed assessment of the information existing in the databases of each FHI potential clearing centre, on the enrichment of this information wherever is not sufficiently defined. Let’s imagine for example that one or more databases might not record the author of a work’s music, information that is critical for the assessment of the rights status, in this case the individual centre will proceed to manually record the information so that it will be available for the FORWARD system to harvest. WP5 will also ensure that both existing and newly ingested metadata are consistent and compatible with rights metadata schema(ta) which have been defined in WP4. Resources will be made available to individual centres so that they can pre-process their existing metadata or ingest new metadata in order to make them available to the FORWARD system.

    WP6 constitutes the main technical achievement of the project that is the creation of a complete automated system operating processes for assessing the rights status of AV works. The system will also record the various steps of the assessing process for each work, and maintain a registry of audiovisual orphan works, and Public Domain works. Business rules and processes will be implemented as designed in WP3. The system’s architecture, functionalities and processes are defined in WP4, while metadata processing and enrichment will be integrated as carried out in WP5. The system will be put in place coherently with the model license or other provisions determined at consortium level for clearance mechanisms through collaboration with the network of rights clearance centres established by the project.

    WP7 accompanies the final phase of the project and puts in place a complete mechanism to validate project’s results with the relevant stakeholders (authors, associations of authors, film libraries, distributors, etc.).  It also processes feedback so as to improve the system and make it as usable as possible in view of post-projects developments according to the sustainability plan.
